Ways to bypass parliamentary procedures: Prashant Bhushan

New Delhi, Aug 26 (IANS) With an all-party meeting rejecting the bypassing of parliamentary procedures for holding discussions on the Lokpal Bill, Team Anna member Prashant Bhushan Friday said there are rules that allow Lok Sabha to waive off procedures and hold discussions on any issue.


"This question about rules coming in the way of debating this matter... every rule of the Lok Sabha can be waived by a motion. One motion can be passed to waive this rule," Bhushan told reporters.

He said that if MPs want to discuss something, there's no one that can stop them. "Lok Sabha Rule 388 says it can waive any rule and hold any discussion and pass any resolution," he said.

Finance Minster Pranab Mukherjee said Thursday the Jan Lokpal bill can be passed in parliament only in accordance with set procedures.

"The all-party meeting which was convened on Wednesday rejected the idea of bypassing the parliamentary procedures and opined for the bill to go through the standing committee," he said.

Reiterating social activist Anna Hazare's stand that he will only break his 11-day long fast if parliament passes a resolution to include three main elements, Bhushan said: "Parliament should pass the Jan Lokpal bill or pass a resolution to include three main elements in the final bill."

Team Anna wants lower bureaucracy to be covered within ambit of Lokpal, creation of Lokayukta on similar lines in the states and provision of a Citizen's Charter and grievance redressal system in the bill.
