Guru's clemency resolution in Kashmir assembly's next session
Srinagar, Sep 28 (IANS) The clemency resolution for 2001 parliament attack convict Afzal Guru will come up for discussion in the next session of the Jammu and Kashmir assembly as it could not be taken Wednesday as the house was adjourned for the day.
A clash between Congress and Bharatiya Janata Party (BJP) legislators led to a third adjournment of the assembly, this one for the day.
Under the house rules, if a resolution is not taken up on the day it is listed, it automatically goes to the next session. Thus, even though the present assembly session ends Oct 4, the resolution, tabled by independent legislator Engineer Rashid, will now be taken up in the next session.
Congress and BJP legislators clashed near Speaker Mohammad Akbar Lone's podium over alleged corruption by some BJP members who had voted against the party whip during the last legislative council elections. The speaker then adjourned the house till Thursday.
Earlier, protests marred proceedings when the house assembled as legislators of the BJP and Congress opposed the tabling of the Guru resolution, forcing two adjournments.
The protesting members shouted slogans against the resolution submitted by Rashid, legislator from north Kashmir's Langate constituency. BJP and Congress members surrounded the speaker's podium.
The speaker initially adjourned the house for half an hour. After the assembly resumed, the BJP members smashed furniture and mikes, shouting: "Anti-national resolution ko wapas karo, wapas karo (Take back the anti-national resolution)."
The house was again adjourned for an hour.
The opposition People's Democratic Party (PDP) members have announced they would support the resolution.
The ruling National Conference legislature party met Tuesday evening at the residence of Chief Minister Omar Abdullah to decide whether the party would vote in favour or against the resolution.
"It was decided that the members should vote according to their conscience," a party leader told IANS.
