Motorists can use emergency lanes – Speed cameras upgraded – 3,500 driving licenses canceled

KUWAIT: From Tuesday, May 12, drivers will be able to use the left emergency lanes of some roads at certain times. This was announced during a press conference held at the Capital Traffic Department yesterday morning by the Interior Ministry’s Assistant Undersecretary for Traffic Affairs Maj Gen Abdullah Al-Muhanna. “This is only related to the left emergency lane, while driving on the right shoulder is definitely forbidden. Also, drivers will only be able to use the left lane between 6:00 am and 10:00 pm at a speed of 45 km/h.” he said.

The rule only applies to certain sections of specific roads. These include the sections of King Abdulaziz Road (no. 30) between the Sixth Ring Road and the Third Ring Road, King Fahd Road (no. 40) between the Sixth Ring Road and the First Ring Road, King Faisal Road (no. 50) between the Sixth Ring Road and the First Ring Road and Ghazali Road (no. 60) between the Sixth Ring Road and the Fourth Ring Road in both directions; the Fifth Ring Road between King Abdulaziz Road and Andalus traffic lights in both directions and the Sixth Ring Road between King Abdulaziz Road and East Ardiya (Farwaniya Hospital junction) in both directions, Muhanna said. “All road will be monitored with speed cameras, whose numbers will increase and improved to monitor violating drivers who use the emergency lane out of the prescribed times or at speeds higher than 45 km/h or when the main road is not congested.

The yellow lights should be blinking to signify it’s allowed to use the emergency lane, but in some roads they are not available,” Muhanna said. The Ministry of Interior is cooperating with the Ministry of Public Works to have the emergency lanes ready by Tuesday. “Even if the ministry is not able to fill the deep ruts on the lane before Tuesday, they will at least lay asphalt on it, so the gravel won’t fly on cars,” stressed Muhanna. Speed cameras have also been upgraded. “We have noticed that many drivers remove the rear license plates of their vehicles so speed cameras cannot identify them. In 2014, we had 83,691 speed violations by vehicles without license plates, and during the first three months of 2015, the numbers have reached 42,471 violations, which signifies this phenomenon is increasing,” he explained. “To avoid this, we have changed the direction of taking shots of speeding vehicles to be from the front in some cameras while retaining shooting from the rear. And we are rotating the shooting angles gradually.

Currently, there are 104 speed cameras on various roads of Kuwait in addition to 139 monitoring cameras that are connected to the control room, and 18 mobile speed cameras in vehicles,” he pointed out. Thousands of expats also had their driving licenses canceled. “Since a decision to cancel the driving licenses of expats who changed their professions and don’t meet the conditions was issued last year, a total of 3,572 licenses were canceled from Nov 2014 till May 2015. Until now, 33 expats have been arrested for driving without having a valid driving license and will be deported. I hope that this number doesn’t increase and I call upon the expats to respect the laws of this country,” stated Muhanna. He also revealed that the number of speed violations registered by point to point cameras, especially on Nuwaiseeb Road in both directions, reached 499,882 in 2014. During this year between January to April, 79,551 speed violations were recorded. Brig Gen Adel Al-Hashash, Head of Public Relations and Moral Guidance at the Ministry of Interior, spoke about a media campaign on various TV channels, radio stations, press, social media and the official website of the Ministry.
