India team to visit Kuwait to discuss nursing recruitment
KUWAIT: A secretary-level delegation from two Kerala state government bodies entrusted with the job of recruiting nurses to overseas countries will visit Kuwait next month to hold discussions with Kuwaiti authorities on developing a corruption- free and transparent recruitment system. The visit follows an India government decision to restrict recruitment of nurses from India to foreign countries to state-run recruiting agencies NORKA (Non-Resident Keralites’ Affairs Department)-ROOTS and ODEPC (Overseas Development and Employment Promotion Consultants Ltd), Kerala. According to the decision by the India government, nurses recruited through these two government agencies will only get immigration clearance for overseas employment from April 30, 2015 in all 18 ECR countries including Kuwait. The two agencies have been delegated to conduct recruitment of nurses to the UAE, Saudi Arabia, Qatar, Oman, Kuwait, Bahrain, Malaysia, Libya Jordan, Yemen, Sudan, Afghanistan, Indonesia, Syria, Lebanon, Thailand and Iraq. The External Affairs Ministry in India has asked the agencies not to recruit nurses to Libya and Iraq in view of the prevailing security situation there. Corruption The new decision by the India government is expected to put an end to large-scale corruption and cheating by private recruiting agents who recruit nurses from India to various foreign countries including Kuwait after taking huge sums as bribes and commissions. The India government took the decision to channel overseas recruitment of nurses through these government agencies following complaints and allegations over massive corruption and cheating in recruitment. The Indian embassy in Kuwait put pressure on the Indian government to put an end to this corrupt practice. Several reports in local and Indian media recently noted that agents in Kuwait in collusion with their counterparts in India allegedly take huge sums from candidates for nursing jobs in Kuwait. The ODEPC will charge only Rs 60,000 as service fee and a donation to government welfare fund from the nursing candidates.
